1 Peter 5:2,3 "Be shepherds of God's flock that is under your care, watching over them - not because you must, but because you are willing, as God wants you to be; not pursuing dishonest gain, but eager to serve; not lording it over those entrusted to you, but being examples to the flock."
Elders have two overall responsibilities. First, they are to help in shepherding (caring for) the flock. Second, they are to be examples to the flock. The biblical qualifications are found in 1 Timothy 3:1-7 & Titus 1:5-9. Some are Ruling Elders which have the responsibility of advising the pastors with the respect to the business operations and decisions of the church such as property management and financial matters. They are also responsible for approving the annual church budget.
